Description:  

Working independently under the general direction of the Chief Administrative Officer (CAO), the Business, Policy and Procedures Officer (BPPO) provides senior level support to the CAO in managing the administrative affairs of OISE in the areas of Finance, Operations, Human Resources, Health and Safety and general administration. The BPPO develops comprehensive and well-defined business processes and systems to increase efficiency, minimize duplication, and optimize the use of resources, based on University financial, procurement, health and safety, and risk management policies, as well as relevant government legislation.

As a key representative of the Office of the CAO, the BPPO communicates and interacts with all members of the OISE community, members of the University of Toronto’s administration and service areas, and external parties to ensure that OISE’s administrative responsibilities are performed efficiently and effectively. Responsibilities will include business process development, policy and legislation compliance, providing guidance, direction and training on financial and procurement administrative processes, as well as a range of ad-hoc special projects, analyses and issues management. Key areas of functional responsibility include: management of the Office of the Chief Administrative Officer; committee/meeting support; including OISE community liaison; oversight of contracts and negotiations activities; and management of services, marketing and communications support for the various functional areas.

 

Qualifications:  
I. EDUCATION:

University Degree in commerce/business or related discipline with a specialization in accounting; professional accounting designation (CA, CMA, CGA) or in the final stages of certification, preferred, and/or acceptable equivalent combination of education and experience.

II. EXPERIENCE:

Minimum five years’ related experience in a senior level position with a strong accounting/financial management responsibility. Experience in moderately complex budgeting, forecasting, auditing and analysis, and interpreting and applying policies and procedures, processing financial transactions, generating financial reports from a financial system, reconciling financial information, and process improvement.

III. SKILLS/KNOWLEDGE:

Advanced knowledge of spreadsheet applications and good knowledge of word processing software, preferably in Excel and Microsoft Word. Advanced knowledge of Outlook (email and calendar) required. Experience with the University’s Financial Information system (FIS), Human Resource Information System (HRIS) and Usource or similar systems.

Familiarity with government legislation and experience with the interpretation and application of policies on finance, human resources, procurement, health and safety, and/or records management an asset.

Understanding of contract law, contract formulation, intellectual property, indemnification, insurance and tax as they relate to supply and service contracts an asset.
