Under the direction of the Dean of Libraries, the Executive Officer provides strategic and operational support and oversight over several administrative portfolios that include YUL's finances, human resources, and facilities. Working closely with the Dean and Associate Deans, the Executive Officer is a member of the senior leadership team working toward advancement of the Libraries' priorities and strategic directions and assists in the advancement of organizational renewal in the context of a team-based environment. The Executive Officer is accountable to the Dean and aids the Dean in the implementation, assessment, and advancement of YUL's mission, position and prominence in the Post-Secondary Educational sector, University and broader community. The EO functions as primary conduit to the University's administrative functions, ensuring effective service coordination and local implementation of institutional policies and practices and is responsible for linking administrative functions to the core business of YUL within the context of institutional strategic priorities.
University degree required plus a relevant professional credential (eg MBA, financial designation). Library experience or a Masters in Library or Information Science/Studies is an asset.
Minimum 7 years of senior managerial and project management experience in an educational or comparable institutional environment required. An understanding and application of the strategic planning process, policy development, approval and implementation, and experience in managing financial, human, and physical resources, including analysis, modelling and reporting and organizational design. Knowledge of Health and Safety legislation and employment standards is required. Ability to develop networks and relationships, and to consult others and build collaborative relationships and support with a wide range of contacts. Excellent oral communication and presentation skills. Proven report writing skills, financial management and budget planning skills. A broad understanding of academic and administrative decision-making processes. Understanding and awareness of post-secondary education sector priorities and pressures, the economic landscape in which faculties operates, and an understanding of political trends in order to make effective decisions and/or recommendations regarding resource allocation. Experience leading a team in an environment of change and managing staff in a unionized environment is also required. Knowledge of leadership in contemporary academic library environments or information industry environments or cultural environments and services is an asset.
Proven ability to establish priorities and exercise sound judgement. Process improvement, change management principles and project management skills. Broad understanding of HR practices. Attention to innovations in management and strategy with emphasis on market competitiveness. Demonstrated excellence in interpersonal and staff management skills. Knowledge and interpretation of various collective bargaining agreements. Excellent organizational skills to effectively manage multiple projects and a high volume of work with competing priorities within constrained timeframes. Ability to work effectively and collaboratively with staff at all levels within a team environment and with multiple stakeholders. Exceptional tact and diplomacy, discretion, and strong interpersonal skills, unimpeachable integrity and ability to evoke trust is required. Experience dealing with crisis communications and issues management is an asset. Ability to organize, motivate, coach and work constructively with staff. In depth knowledge of university financial, budget and procurement policies and practices for core areas of responsibility. Advanced computerized spreadsheets skill in preparing, forecasting and monitoring budgets. excellent analytical and organizational skills. D. Specialized knowledgeFormal training on human resources management, organizational development, accounting and financial administration as well as advanced spreadsheet skills preferred.

*Compensation: FTE Annual Hiring Salary: $128,626
York implemented a revised CPM Compensation Framework in 2019. The Framework is a salary grid consisting of 6 or 8 steps (depending on job grade) which is reviewed annually with possible adjustments, and a lump sum Performance Based Recognition Award. Employees will receive the grid adjustment and depending on performance, eligible permanent employees may move to the next step of the grid and may receive a lump sum Performance Based Recognition Award.
