Under the direction of the Chief Financial Officer, the Director of Treasury & Investment Services is responsible for planning and strategic management of the University’s cash and debt management functions. The Director manages a team of financial experts to provide prudent stewardship, safeguarding, and management of the University’s cash and debt portfolios, including all banking, credit card processing, eCommerce, and daily cash flow for the University of Toronto.
The incumbent monitors best practices, seeks advice from subject-matter experts, and provides strategic advice, support, and recommendations to the Chief Financial Officer (CFO) on a broad range of investment, treasury, and debt-related matters. The Director works closely with lenders and expert advisors to assess potential short-term and long-term borrowing needs, maintains detailed financial and capital debt models,and conducts financing analysis to support decision-making for strategic planning, budgeting, and reporting related activities. The incumbent manages external relationships with financial institutions, consultants, credit rating agencies and other specialists providing treasury and investment services.
Working closely with the University of Toronto Asset Management Corporation (UTAM), the Director of Treasury & Investment Services ensures that the University’s working capital is invested in accordance with institutional tolerances for risk and return as outlined in the University Funds Investment Policy and the Long-term Capital Appreciation Pool Policy, and ensures that the University maintains sufficient liquidity to meet cash flow requirements. The Director ensures appropriate controls and guidance are in place related to Treasury matters.
The Director of Treasury & Investment Services provides financial management expertise and advice to the University community. This is accomplished with an advanced knowledge of financial planning, in-depth knowledge of accounting and finance principles in Canada and other jurisdictions within a University business environment. The incumbent develops strategic initiatives through the preparation of various complex financial analysis and reports and provides advice and guidance to various divisions. The incumbent also recommends financial policy and procedural changes to senior university officials and implements them in a complex and changing environment.
University degree and a professional designation (e.g. CPA or CFA) from a recognized program.
Five to eight years of relevant experience, preferably in the University sector. In-depth knowledge in the area of finance, debt management, investment management, and information systems. Solid knowledge of University policies.
Advanced proficiency with spreadsheets and word-processing software preferable MS Excel and MS Word.
Knowledge of Microsoft Access is an asset.
The incumbent must have strong leadership capability, excellent judgement, ability to interpret and evaluate policy and procedural requirements, analyse data and demonstrates initiative and independent and creative thinking. Excellent oral, written, communication and interpersonal skills. Demonstrated ability to deal effectively with multiple priorities and short deadlines. Good organizational skills and accuracy in work.
